José Guillermo Orellana Meza nació el 19 de agosto de 1938 en Talagante. Casado, un hijo, vivía en la población Las Industrias, comuna de San Miguel y era militante del Partido Socialista. Trabajó como rondín en la posta del Hospital Barros Luco hasta el 22 de enero de 1974, día en que fue detenido por agentes de la DINA y trasladado a Londres 38. Además, ex detenidos sobrevivientes declararon haberlo visto en Tejas Verdes. Hoy permanece desaparecido.
