Carta enviada por la AFDD expresando su rechazo ante la resolución emanada del pleno extraordinario de la Corte Suprema el día 8 de octubre de 1986 que sanciona al ministro en visita Carlos Cerda, quien instruye un proceso por 10 personas desaparecidas en el año 1976. Según señala la carta se le ha sancionado por negarse a sobreseer la investigación y aplicar la Ley de Amnistía.
